Greenwich Police arrested an Ohio man on multiple fraud charges after plainclothes officers caught him allegedly using stolen credit card data at downtown businesses.

Bing Hang Zheng, 38, of Brunswick, Ohio, was taken into custody Aug. 17 in central Greenwich after a local merchant alerted officers to a suspicious transaction, Greenwich Free Press reported. Police said Zheng and an unnamed co-conspirator used a digital wallet loaded with nine different credit and debit cards to attempt purchases at multiple businesses. Four cards processed successfully.

Five were declined.

Officers from the department's Organized Retail Crime and Fraud (ORCA) unit were already conducting surveillance in the area when the merchant flagged the activity. The ORCA unit, a plainclothes detail operating since 2020, focuses on larceny, fraud and identity theft in the Central Business District. The unit regularly trains local merchants on fraud detection and shares intelligence on criminal groups operating across the tri-state area. Its investigations often connect with federal law enforcement and the NYPD.

Police said the transaction pattern was consistent with tactics used by Chinese Organized Criminal Groups, which allegedly use mirrored digital wallets through apps like "Z-NFC" to make unauthorized purchases with stolen card information.

When Zheng and his co-conspirator entered a nearby vehicle, investigators stopped them. During an on-scene interview, Zheng admitted he did not know whose cards he was using and said he had been told to download an application to purchase specific items, police said. Both men gave inconsistent statements about their travel and purpose in the area.

Zheng faces 11 charge categories, including conspiracy to commit payment card theft (nine counts), conspiracy to commit identity theft (nine counts), conspiracy to commit criminal impersonation (nine counts) and conspiracy related to scanning devices. His bond was set at $150,000.

The arrest marks at least the second in an ongoing investigation targeting organized credit card fraud in Greenwich. A related arrest occurred Aug. 8.
