Greenwich firefighters could see 3% annual raises under a three-year contract headed to the Representative Town Meeting (RTM) for a vote Monday, Oct. 26.

The RTM will also consider raising the town's annual harbor mooring fee from $100 to $150. Both items are on the agenda for the 8 p.m. meeting at Greenwich High School's Performing Arts Center, according to the town's meeting calendar. The session is also available on Zoom.

The proposed contract with firefighters' union Local 1042 would cover July 2026 through June 2029 and includes higher employee health care contributions, Patch reported, citing the RTM call's explanatory comments. The deal's total cost is estimated to rise 12.77% over three years across 105 authorized positions. It would be the second contract with the union reached without mediation or arbitration.

The mooring fee hike would take effect for 2027. Boaters who file renewals by March 1 would pay the current $100 rate, according to the RTM call.

P&Z hears office-to-housing plan

One day later, the Planning and Zoning Commission holds a public hearing on a proposed office-to-housing conversion at 18 Valley Drive.

Greenwich Park LLC wants to renovate and expand a 42,011-square-foot office building on the site into an 87,078-square-foot residential building with 46 apartments, according to the commission's agenda for its Oct. 27 meeting. Five units would be designated moderate-income housing. The plan calls for 70 lower-level parking spaces and eight outdoor spaces on the 1.8-acre lot in the General Business-Office (GBO) zone. An existing single-family home on the property would remain.

The hearing starts at 4 p.m. Tuesday, Oct. 27, via Zoom.

A companion application from Greenwich Park LLC proposes a zoning text amendment that would add incentives for converting office buildings to housing in the GBO zone. It would also allow developers to pay into the Greenwich Affordable Housing Trust Fund instead of building some or all of the below-market-rate units otherwise required under town regulations.

The commission's agenda also lists a separate application for a nine-unit residential development at 49 Brookside Drive, including one affordable unit.

No public statements from town officials, Local 1042 representatives or Greenwich Park LLC appear in the available record ahead of these meetings. The RTM meeting materials were posted Oct. 7 on the town's agenda center.
