Greenwich police arrested Cadwallader Kelsey, 37, on Oct. 15 after officers responded to a report of an unresponsive male on the west side of town, Greenwich Free Press reported.
Kelsey was charged with disorderly conduct, third-degree assault and violation of a protective order involving threat, harassment or assault. His bond was set at $1,000, and he was assigned an Oct. 19 court date at Stamford Superior Court. No outcome from that appearance has been reported.
Officers and medical personnel who arrived around 5 p.m. determined Kelsey had been involved in a physical altercation and had created a disturbance, according to the report. Police said he also violated a stipulation of an active protective order in which he is the respondent.
The specific location of the incident and the relationship between Kelsey and the person protected by the order were not disclosed.
The arrest fell during a month that First Selectman Fred Camillo proclaimed Domestic Violence Awareness and Prevention Month in Greenwich. Domestic violence is the most reported violent crime in town, according to the proclamation. YWCA Greenwich Domestic Abuse Services, the only state-designated provider of domestic abuse services in Greenwich, responded to more than 3,600 calls to its hotline in the year before the proclamation was issued.
YWCA Greenwich is the sole agency in town designated by the state to serve victims of domestic abuse. Residents seeking help can reach the organization's hotline, which the proclamation identified as a key local resource.
