Greenwich has 62 unfilled positions across its departments, and some have sat open for so long they've become a pattern rather than a fluke. The Board of Estimate and Taxation Human Resources Committee reviews the full vacancy report Wednesday at 1 p.m. in the Cone Room at Town Hall — its first meeting since the new fiscal year began.
Openings cluster in a few key places: eight police officer slots, seven nursing and care positions at the Nathaniel Witherell nursing facility, plus vacancies in Public Works and the Board of Education. A few stand out for how long they've lingered — a Nathaniel Witherell staff nurse position has been open and re-posted repeatedly since August 2024, the Finance Department's Deputy Budget Director seat has sat empty just as long under "position under review," and Public Works Engineering has gone without a Chief Engineer since March 2025.
The town completed seven full-time hires in June, including four police officers who started June 28, a public safety dispatcher, a Greenwich Library librarian, and a Board of Education custodian.
Beyond the vacancy numbers, Wednesday's agenda includes a review of the committee's own formal mandate — comparing town salaries to nearby communities, weighing new positions and reclassifications, and gauging the budget impact of it all. That comes a month after the committee voted 3-0 to approve a Managerial & Confidential Compensation Study Action Plan.
At that same June meeting, HR Director Mary Pepe told the committee that newly posted job openings are now screened for tasks that could be handled or assisted by automation — and most postings flag at least one. Committee members want to bring in the town's Chief Information Officer and the Board of Education's Chief Technology Officer for a future discussion on coordinating AI efforts across town government.
The four-member committee splits evenly by party: Chair Elliot Alchek and Doug Fenton (both Democrats), and Leslie Tarkington and Joshua Brown (both Republicans).
