Greenwich Police arrested two Jersey City, N.J., men on felony larceny charges after an automated license plate reader flagged a stolen Penske rental vehicle traveling near Interstate 95 and East Putnam Avenue in Riverside on the night of Wednesday, July 2.

Officers located the vehicle in Riverside Commons at approximately 10:30 p.m. and conducted a traffic stop, according to a Greenwich Free Press report based on police records. Both occupants were detained.

The two men, Mahmoud M. Atoun, 21, and Zeyad Mohamed Atoun, 23, gave officers inconsistent and conflicting statements about their whereabouts, destination, and how they came to be driving the vehicle, police said.

Officers confirmed through the New Jersey Originating Agency Identifier system and through Penske that the vehicle was reported stolen and had not been returned.

Both men were charged with Larceny in the First Degree and Conspiracy to Commit Larceny in the First Degree. Under Connecticut law, both are Class B felonies carrying up to 20 years in prison and a $15,000 fine.

Mahmoud Atoun's bond was set at $3,000. According to CT Judicial Branch records, he posted the required 7% bond and was released, but a rearrest warrant was subsequently ordered. The reason for the rearrest order has not been disclosed.

Zeyad Mohamed Atoun's bond was set at $5,000. He appeared at Stamford Superior Court on Thursday, July 17, and his next court date is Monday, August 18.

Greenwich is among several Connecticut towns using automated plate readers, which are governed by a state law signed by Gov. Ned Lamont earlier this year restricting data retention and prohibiting immigration enforcement use. The Greenwich Police Department has not released details about its local program.
