Greenwich's committee overseeing the town's retiree benefit investments meets Thursday, July 23, to get its first look at how the OPEB Trust Portfolio performed through the end of the fiscal year. Morgan Stanley Smith Barney will present the trust's market value, asset allocation, and investment returns as of June 30.
The BET Investment Advisory Committee and OPEB Trust Board will hold a concurrent meeting at 10 a.m. in the Mazza Room on the first floor of Town Hall. OPEB stands for Other Post-Employment Benefits, covering obligations like retiree health insurance that Greenwich owes former employees. The town maintains a dedicated trust to pre-fund those long-term costs. As of September 30, 2025, the most recent publicly available figure from the BET Comptroller's report, the OPEB Trust Portfolio was valued at $61.9 million. It gained 10.96% over the 12 months ending that date. The July 23 presentation will update those numbers through June 30, 2026.
The agenda also includes a review of Treasury Reports covering the town's cash position and invested cash allocations as of June 30, bank interest rates, U.S. Treasury Bill investments, the CD Portfolio, and General Fund cash flows for June 2026. Committee members will take a final vote on changes to IAC governance language in the BET Reference Book.
The meeting is the first IAC/OPEB session since the FY2027 budget took effect July 1. That spending plan carried a mill rate of 12.6, a 4.62% increase, and was approved 170-13 by the RTM in the spring.
The committee is chaired by BET member Elliot Alchek, according to the board's January 7 organizational meeting. Members include Stephen Selbst, Joe Pellegrino, and Sally Bednar.
